CIUSSS employee alleged to have produced fake vaccine passports

A man who was employed at a health and social services centre in Montreal when the provincial government began issuing vaccine passports during the COVID-19 pandemic was arrested Friday following an investigation led by the Anti-Corruption Commissioner (CLCC), the specialized police force of the Permanent Anti-Corruption Unit (UPAC).

The fake documents he is alleged to have produced allowed Quebecers who hadn’t actually been vaccinated to visit non-essential establishments restricted to those with vaccine passports during the pandemic.

“Ramzi Feth Ennor Lameche was arrested for breach of trust by a public official, fraudulent use of a computer and making false documents,” UPAC said in a release. “The investigation (alleges) that Mr. Lameche would have been involved in the production of false vaccine passports between July 8 and Nov. 17, 2021 while he was employed by the CIUSSS du Nord-de-l’Île-de -Montreal.”

Lameche was released on a promise to appear on June 19 at the Montreal courthouse following the execution of an arrest warrant.

Earlier in May, Adams Diwa, a man who worked for the CIUSSS de l’Est-de-l’Île-de-Montréal, pleaded guilty to forgery and abuse of trust for giving out false proof of COVID-19 vaccination in 2021. He created the fake documents between September and November 2021 and pocketed about $150,000.

Diwa’s case enters the sentencing stage in August.
