Montreal credits Publisac bylaw for huge decline in paper sent to recycling centres

The results are in, and the city says its ban on the universal distribution of Publisac has significantly reduced the volume of paper being sent to recycling centres.

Enacted in 2022, the bylaw banning the universal distribution of certain free publicity has been in effect since May 2023. The bylaw reined in the practice of distributing advertising material to households and required households to opt-in to receive the publicity. It also banned the use of a plastic bag to distribute free flyers and community newspapers. After the bylaw was enacted, distribution company Transcontinental severely reduced the size of its Publisac, which is now distributed in paper format and goes by the moniker Raddar. Transcontinental says the paper version produces 60 per cent less paper than the Publisac did.
