$100K reward for Saguenay man, Canada’s second most-wanted fugitive

A Saguenay man wanted Canada wide on several drug trafficking charges is the second most-wanted suspect in the country.

All Boivin was listed at no. 2 on the national Bolo Program’s list of top 25 fugitives. He is described as potentially armed and dangerous.

A $100,000 reward, made possible by Sun Youth and available until Dec. 3, is being offered in exchange for information that leads to his arrest.

Boivin is described as being six feet tall, weighing 242 lbs., with brown hair and brown eyes. He has a scar on his left shoulder, and tattoos on his left hand, both arms and neck.

According to the Sûreté du Québec, Boivin is wanted for substance trafficking, trafficking conspiracy and possession for the purpose of substance trafficking.

Those charges are in connection to alleged incidents that occurred beginning August 2021 in Saguenay, Brossard, as well as in Abbotsford, B.C.

Police say he is also suspected of having participated in criminal activities that are still under active investigation by multiple police forces.

“To escape justice, the investigation shows that he uses false identities. He could be anywhere in Quebec,” the Sûreté du Québec said in a news release.

Top fugitive in Canada

Bolo’s list featured fugitives from across the country, including in Edmonton, Calgary and Winnipeg.

Michael Bebee was named Canada’s most wanted fugitive on Tuesday for his alleged role in the murder of Toronto man Shamar Powell-Flowers nine months ago.

In November 2023, police announced that Bebee was wanted Canada-wide for second-degree murder. Powell-Flowers was found at the scene with gunshot wounds and was rushed to hospital, where he was later pronounced dead.

The Bolo Program is an initiative leveraging social media, technology and engagement to encourage citizens to be on the lookout for Canada’s most wanted.

Since 2018, the non-profit Bolo Program has built its most wanted list from the voluntarily submitted lists of police departments across Canada. It employs a six-police investigator committee to determine suspect rankings and uses social media to help spread the word about wanted individuals.
